Job Purpose & Responsibilities Job Purpose:
Ensure Technology/Engineering business processes enable compliance with international trade regulations including multi-national dual-use Export Controls, military controls such as U.S. ITAR (International Traffic in Arms Regulations), global economic sanctions, anti-corruption, anti-boycott, and other trade areas as needed. . This role is responsible for designing and implementing larger-scale work processes that affect the cross-functional compliance team, supply chain, and global stakeholders. The Senior Specialist, Trade Compliance is a member of the Legal Affairs organization, but collaborates closely with Technology & Innovation (T&I), the SABIC Technology Centers, Supply Chain, and Business teams. The SABIC Technology Centers span global sites located in Saudi Arabia, the Netherlands, India, China, Japan, South Korea, and the United States, where multiple export control and sanctions regulations can apply. Additional country locations where SABIC technology or goods may reside or pass through are also within the purview of relevant regulations.
Develop & implement international trade business processes:
Ensure Technology/Engineering business processes enable compliance with international trade regulations including multi-national dual-use Export Controls, military controls such as U.S. ITAR (International Traffic in Arms Regulations) and global economic sanctions.
Ensure compliance with international trade regulations of supply chain operational procedures for movement of controlled materials to customers.
Develop sustainable business processes to classify new products and technology data with respect to multi-national dual-use and military export controls, economic sanctions regulations, and other related international trade regulations.
Implement global classification processes to determine and document the export control classification number (ECCN) of products and technologies, as well as the rationale behind the classification.
Serve as point of contact for classification of products and technologies.
Review patent disclosures and technical reports for export controls classification.
Scan trade press for relevant news (e.g.: new control regimes; U.S. Export Control Reform; CFIUS) and report out to team and larger business as needed.
Collaborate with Government Relations on lobbying efforts pertaining to export control regulations.
Support Technology Identification & Acquisition team by performing international trade due diligence reviews for potential SABIC business deals (acquisitions and equity investments).
Manage export controlled technology access in IT systems:
-Design and implement systems access requirements for global or harmonized IT systems, in conjunction with system owners.
-Determine system requirements based on all relevant government regulations and implement improvements to existing or new IT systems that contain controlled technology.
-Collaborate with the cross-functional stakeholders to drive change management.
Lead internal training and audits:
-Lead internal training and audits to ingrain awareness in business on export controls, global economic sanctions, and additional international trade regulations.
-Disseminate best practices and harmonize towards global ways-of-working.
-Develop, implement, and update technology control plans for SABIC Technology Centers and specific data systems or projects as needed.
Manual and Guideline Improvements:
-Draft and maintain Controlled Technology Quick Reference Cards and summaries, SABIC Export Controls Compliance Manual, procedures manual for Trade Compliance Team, and slide decks for trainings on export controls, economic sanctions, and other international trade regulations.
Compliance Team Support:
Provide support on other projects or tasks as needed in support of global trade activities for Legal Affairs Compliance
Review business activities for trade controls nexus export controls, sanctions, anti-bribery, etc.
Assist with monitoring regulatory updates and drafting of policies and procedures around trade compliance topics such as export controls, economic sanctions, customs, anti-bribery, anti-money laundering, CFIUS, etc.
Support larger compliance team on special projects such as company-wide integrity initiatives and updating training modules.
Education & Training:
PhD, JD, MS, or BA/BS
Interest or experience in one or more of the following: dual-use export control regulations, economic sanctions, global business process development, or technology development in the chemical industry
Creative, with passion for technology and attention to detail
Committed, responsible, able to work in a global and virtual team or individually
Strong oral and written communication skills, highly motivated, self-starter with ability to work under minimal supervision
Unique Conditions: Selected candidate must have unrestricted work authorization in the United States.
Extensive knowledge of U.S., E.U. or Wassenaar-based export control regulations desired
Strong familiarity in analyzing, understanding, and applying the EAR (U.S. Export Administration Regulations), including export control classification determination, license requirements, deemed exports, and technology data transfer
Knowledge of non-U.S. export regulations is a plus
Knowledge of economic sanctions, anti-corruption, anti-boycott, data privacy, and corporate social responsibility regulations is a plus
Experience working in a corporate trade compliance environment, or government service in an agency or ministry with export controls responsibility such as U.S. Department of Commerce Bureau of Industry and Security, is desired
