Job Purpose & Responsibilities Job Purpose:
Ensure Technology/Engineering business processes enable compliance with international trade regulations including multi-national dual-use Export Controls, military controls such as U.S. ITAR (International Traffic in Arms Regulations), and global economic sanctions. This role is responsible for classification efforts and supporting authorizations database management as needed. While the job is located in Houston, the role is global, supporting our international trade compliance efforts around the world. This position will be responsible for working with team members to develop and implement technology classifications, managing technology access controls and data segregation procedures in various IT systems and leading training and compliance assessments. The responsibilities will include classifying material ECCNs, maintaining licensing strategies and conducting classification audits. Conduct activities for complying with military, Chemical Weapons Convention, and denied party screening requirements. The Trade Compliance Specialist is a member of the Legal Affairs organization, but collaborates closely with Technology functions, the SABIC Technology Centers and Business teams. The SABIC Technology Centers span global sites located in Saudi Arabia, the Netherlands, India, China, Japan, and the United States, where multiple export control and sanctions regulations can apply.
Export Control Processes and Classifications of Products/Technologies
Design and implement global classification processes to determine and document the export control classification number (ECCN) of products and technologies, as well as the rationale behind the classification.
Maintain processes for technology transfers, and determine which methods are appropriate (export licenses, letters of assurance, access restrictions, transfer restrictions) and maintain all related records.
Conduct denied party list and sanctions screenings as needed.
Export controls classification of products and technologies in company portfolio.
Communicate with external suppliers to verify export control classification numbers and/or material properties required to determine classification.
Export Control Classifications in IT Systems
Work closely with Systems Engineers/e-engineering to maintain accuracy of export control classifications in IT systems and assist with completeness of information.
Compare technology descriptions to regulations in order to assign classifications for raw material introductions and new grade introductions through automated workflows in enterprise resource planning system (SAP).
Conduct regular audits of blocked export/import documents in Global Trade Services (GTS) module of SAP due to missing ECCN data; conduct regular audits of unauthorized ECCN assignments in SAP. Design and implement corrections processes.
Assist Technology/Sales/Supply Chain/IT functions with SAP issues pertaining to ECCN data (locked specifications, missing data, etc.).
Compare technology descriptions to regulations in order to assign ECCNs to research & development projects in project management database. Process stage-by-stage approvals through automated workflows to update project ECCNs. Monitor access restrictions for export-controlled projects throughout project lifecycle.
Review experiments and research workspaces for inclusion in IT systems that serve as collaboration tools for research scientists, based upon export control status. Determine which projects are eligible for inclusion in certain IT systems.
Maintain internally published ECCN lists of SABIC materials/products obtained from companys legacy system of record (in use prior to SAP).
Trade Service Requests
Respond to trade service requests seeking support related to Product and Technology export control classification, including those stemming from Technology, Supply Chain, Manufacturing, and Legal. (For example, classification of materials for shipment, Technology reports, etc.)
Ensure IT systems access is granted only according to legal authorization.
Review requests to access controlled technologies, grant access in accordance with applicable licenses and regulations. Act as a backup for managing database for employee access rights.
Provide support as needed to grant authorization approvals for all IT systems connected to export-controlled activities. Review workflows to approve/deny personnel seeking new Accolade accounts (SSRS) based upon citizenship, watch-list screening, and business need for access to technology.
Provide support as needed to maintain database for authorization approvals, which tracks training attendance and dates, and personnel authorized to access controlled data.
Education & Training:
Bachelor's degree in relevant field (international trade, export controls, sanctions, knowledge sharing, knowledge management, compliance procedures).
Selected candidate must have unrestricted work authorization in the United States.
Minimum 1-2 years of relevant work experience in areas such as international trade, export controls, sanctions, knowledge sharing, knowledge management, compliance procedures.

Desired Skill Desired Qualifications:
Degree in Engineering, Chemistry, International Business, International Relations or Law
Experience with non-US export control and customs regulations (EU, China, India, Japan, Korea, etc.)
Strong abilities with Microsoft Office applications, including Microsoft Access
Familiarity with IT systems and their operational architecture
Strong communication skills and ability to work with colleagues from diverse cultural backgrounds
Flexibility to accommodate virtual meetings with colleagues in different time zones around the world
Familiarity with data analytics principles
Knowledge of SAP-GTS
